In last google I/O lots of great things where announced, such as more accurate IA for faces and objects recognition , the possibility to recognize a shop using only your camera... and the new announcement of Youtube Go, the low data usage Youtube official App from youtube and here is what you will be able to do with it:
See the data consumption before playing the video
This is really helpful because you could actually see how many Mb will be wasted watching the full video and compare how many data is used if you see it in low-quality or in high resolution.

Download videos
This will be as easy as clicking on a button, although only the videos allowed by the creator to specifically be downloaded will be available.
Share videos without data consumition
You will be able to transfer the videos via Bluetooth between devices if anyone has already downloaded it.
My opinion
I think this promotes the usage of youtube because if you have some videos downloaded and you know no data is going to be consumed, somehow you are more susceptible to use Youtube and also because for a long time we had some apps, webs or "tricks" to download youtube videos and actually if you wanted to download something was very easy. Google may have thought to keep track of this valuable information: how many time a video has been download, the age of who does it ...
The main point of this are the entry-level smartphones and the people who do not has a data connection or wants to save it for other things
