Yes, I noticed that too!
It would make a lot more sense to base this off of a chart showing average temperature, not the percentage of days over a certain temperature. Also while the chart you provided shows lower highs, its also shows higher lows.
talk to the National Oceanic and Atmospheric Association...it's their chart.
