They’re essentially parroting military speak, in which case people do in fact have to do things “because it’s their job” or be liable to the military justice system(you don’t want that.)
Cops on the other hand do have a much wider range of ways to handle situations though, and since they(usually) aren’t under direct supervision, one of those options is to often overlook things if they aren’t harming anyone/harming anyone other than the person who may be ingesting something.
Bottom line, I don’t think that anarchy is a viable form of government. And it’s certainly not the way that this country was meant to be run. Some form of law enforcement is required. As it stands, if the police were to disappear tomorrow, horrible things would happen to a lot of little old ladies that very night.
But if they were to overlook things that don’t matter and only waste money in the long run, maybe less of us would hate them...
