I don't think chalks are always water-soluble, not that way, but maybe it is only a confusion of terms due to the language, in fact here is what is writen on the NEOCOLOR II : water-soluble wax pastel
they are not that special, as you can do the same with watercolor pencils, but in fact, they have more pigments, I would say, and then the color is more bright and rich and have a density that is not the aim with the classic watersoluble pencils... =)
