It's not hard. Just create a new post - saying you are inviting people to collaborate with the image. You can check out what @everlove has been doing with her "Collaborative Art Journey" photographs. (although she hasn't done one in a while)
You can (if you want) add the Creative Commons logo to it - like they suggest with the @slothicorn project- or not.
You could give it a week deadline, or whatever. It doesn't need to be a contest - @everlove's aren't contests. They are just fun collaborations, and then she posts a final gallery of everyone's work at the end. Her thing has gotten so big, and popular and she has shared at some of the Steemfest events, that now she has everyone fill out a release form- so that she can share them in the future. But, you don't have to do that. You could make it really easy.
I'm sure lots of people would join in. Probably even @meesterboom - he's done quite a few of the Collaborative Art Journey ones. :) I'd do it, too! It's really cool to see the different directions people go in - which is in-keeping with that word you through out there- "pareidolia" (new word for me!)
I don't think I have the time to take on something like that. My voting power is maxed as well. I'd want to be able to reward people for their efforts, not disappoint them.

If you made it a regular thang - you could title it "Pareidolia".
