I know you put together downvote lists so I figured you wouldn't be paying for the votes. I'm getting them myself.. I'm going to have to start downvoting myself!
Do you know of a tool that monitors who is buying the votes?

I got through each bot and 2 rounds. There are specific bots that get a lot more abuse than others. like Rocky1, is used almost exclusively by abusers.

If you click on the details screen you can see the round and 1 previous round. Then I click on the link and see if the post is old or new, high effort or low effort and if it seems like guinuine promotion or just farming, it's subjective,... and I am sure you know how, but it seemed like a great moment to get others looking at what IS being promoted.

I see ok. I have actually been receiving votes from rocky1 which I figured were just from the bot's operator trying to get curation rewards. It's definitely not straightforward to monitor!

I've been seeing a few of these accounts that typically sell votes show up on my work as well, for free. I've been including a line telling consumers I don't buy votes with every post. Whether they believe it or not is up to them I guess. At first I thought someone was buying them for me, but Steemworld doesn't show any transfers from anyone.

I guess that's the only option - yes, they are probably voting for the curation rewards or possibly to attempt to blend in and make it more difficult to downvote posts that are actually buying votes.
