All the achievements in the lottery + work-based system should be praized with power given.

A lottery is not a work-based system. So Steemit, which IS a lottery, is not a work-based system.

If everyone has the same weight of their voices then the number of fake accounts and so on will grow and the system will finally collapse overflooded with bad content.

So, fake accounts (bots) upvoting people without judging content is bad? Are you sure you want to stick with that argument?

Also, what does it matter if the content is good or bad? How would that collapse the system? And how do you know that popular content would be bad? What guarantee do you have that the current content is 'good', or will remain 'good'?
