I do not get your question:
engineering reports should be correct and same within engineering standards.
However, the representatives of each company will use the engineer's reports to their companies benefits where the economics, risk, and profitability comes into the picture.
So, saying the "same things"? - engineering reports (yes, within limits) or the business proposals (no)?
