I like there to be a list of recommended accounts to follow and what they specialize in if that's possible
Eg, experts in detecting off chain vote selling, complex vote trading, anti spam etc.
The tool doesn't have to do any of this itself, just make suggestions on popular abuse fighters to follow and the type of abuse they specialize in if applicable.
The idea is to allow anyone who's willing to help with using downvotes responsibly have them all set up and ready to go on the spot without needing them to do external research on who to follow.

and am simply commenting here to better understand your reasoning for this, whether or not I have actually committed a proper breach of ettiquette, and make my side of the case. Firstly, the post you have downvoted is one which I have used the (what I understood to be) "upvote feature" provided by @steemmonsters, and made aware to me by a post on their OFFICIAL profile in which they introduced players to the feature, and explained how to use it. I was using it for ALL THREE of my three weekly series posts - using 2,000 DEC (Dark Energy Tokens) per post originally, but then deciding that it was most appropriate to limiting the use of this service to my ONE weekly series post dedicated to the @steemmonsters and @drugwars games (the post you downvoted is the newest of those). I hope you can AT LEAST look at how much writing work I put into each of the posts in this series to AT LEAST understand that I put SERIOUS work into these posts. And as far as I understood (based on SteemMonsters promoting their upvote feature) I had no sense/idea that I might be doing anything "wrong" by simply using the service they made available. I say this just so you understand that there was no malicious intent involved here. I NEVER use any other "upvote "bots"" (which is what you seem to be considering this, as the reasoning for your significant downvote) on ANY other posts. I simply have been using this one because I spend a lot of time on the posts in this series, and the upvote provides what I believe to be an "adequate" earning for the post, based on the effort involved in producing it. I also look at it as a way to help the SteemMonsters and @drugwars teams get some more exposure for the games, AND for players to get some valuable strategy tips. No more, no less.
Now, as I am not sure what your stance is on this, what I have done as a first step is contact SteemMonsters admin on Discord to ask for their opinion on this, since they were the ones who brought to my awareness their "upvote feature/("bot"?). They may suggest that I no longer use that if it is going to risk the DEC that I earn from their game. I have asked them to AT LEAST understand my ignorance in this case and (hopefully) compensate me (with some DEC or a few beta packs), based simply on the fact that I had no idea that I could have this problem. Also, based on their feedback I may decide to discontinue using their "upvote feature" if I run the risk of losing my DEC.
So, I am simply writing this comment to you to ask for your feedback. Maybe you could explain to me your reasoning for the downvote, or maybe after reading my side of the situation you may offer some additional feedback, or even be a sport and take the downvote off. I just at least wanted the opportunity to explain my side of the situation. Please feel free to respond to this comment with your feedback. I am well-established as a reputable member of the Steemit community, and you can see that by simply looking at my profile, and the quality of posts I have made ever since I have joined in August 2017.
I hope we can come to a sensible resolution to this issue.

Steemmonsters are not a better alternative to any other bid bot
They're all very harmful to the ecosystem and they all know better. Please refrain from purchasing votes as it undermines a fair playing field for all the other content creators.

[UPDATE] I chatted with the top admin of @steemmonsters over the past 24 hours, and I believe - to your liking - they saw the logic in discontining the "upvote service", and have made the following post explaining this :

I offered some suggestions on alternatives, and it appears that the solution that they have come to is in lie with what I was thinking, in general.
My main reason for contacting you directly on this was NOT to have you reverse the downvote (which they have now compensated for), but instead see if there was a way that I could discuss the issue PRODUCTIVELY so as to then discuss some options with SM admin. The response on your end was (in my opinion) certainly lacking in that regard, but luckily SM admin was professional enough to solve the problem.
While I disagree that ALL "paid upvotes" are "bad", I can definitely see the logic in how MANY of them are counterproductive. So hopefully, your mission of LOBBYING the larger dApps to avoid "paid upvotes" has been considered a success in this case, but you may find that some more "strategic" communication may get you to your goal more efficiently, and with less "collateral damage". Just some advice from someone who has the universe on his side ... Good luck...
That's a neat idea, I could hard code some names like "suggested downvote trails". Do you have some people in mind ?
