I think you are spot on and totally in the right here.The guy needs to "hit the pavement" and do work everyday here or at least make a valid attempt.

Thanks Robert, exactly what I was thinking ! There’s no such thing as a free lunch in life. Here in panama we have an expression “ la gente cree que la vida es un guineo” meaning people think life is a banana (because bananas grow everywhere here so you get them effortless)
