Do you have series resistors for the LEDs?

It looks like you did a good job with the breadboard, but I think the LEDs are too brights and you risk burning out, or over driving the IC.

If this is five volt logic, and considering the LEDs drops around 2V ...that leaves 3V for series resistance. These circuits work well at 10mA intensity. Following Ohm's Law use a 300 Ohm (330 is typical) resistor in series with the LED. You can use larger values, just do not use too much resistance or you will not see the light.
