The flagging system exists to stop fraud and abuse. Flagging itself is sometimes abused. Higher SP holders have the ability to flag lower SP holders. It undoes rewards on a post and it can have pretty dramatic effects on rep. You may notice he's currently rocking a rep of 3. If he continues to catch large flags his posts which are spam, abusive and against community standards will be invisible in general.

You may not realize it, but responsible flagging is a huge part of what keeps this community nice, pleasant, and troll free. Negative behavior is penalized strongly by community members.

Read his comments. I'm willing to bet you'll feel better if all his posts and thoughts are hidden as well as his spam, stolen porn, and shit posts.

I believe you. It is just that actions like these will create a downward spiral for him and never make him overthink what he is doing. But I don't have a better solution either.

Can one flag from a minnow make the payment for a post be blocked?

Flags is simply the chosen representation on Steemit.com. More accurately, in the code of the blockchain, a flag is a downvote. If 1 user upvotes a post with enough power to give it $1, and another user downvotes the post but only has half as much power, the payout will move down to .50 cents. No single flag blocks a post from getting rewards, and you do not have to be higher powered or higher reputation than the person you are flagging.
