If you refer to @lottobot's introductory post you will see full instructions for using the service, as well as a complete description of what it is. @lottobot is a lottery, meaning that every post that is entered has a chance to receive a 100% upvote. You entered a post in lottery #96 (according to @lottobot's history here: https://steemd.com/@lottobot) which had 2 other entries. The winner of the lottery you participated in was this post by @spidersprog. Because you were not the only entrant in lottery #96, you were not guaranteed to receive an upvote from @lottobot.

@lottobot would not be able to give everyone a 100% upvote (it would quickly deplete its voting power), which is why it randomly selects a post to vote on from a pool of entrants every 2.5 hours. Again, this is fully explained in the introductory article. Additionally, @lottobot is open-source and freely available for anyone to inspect. You can refer to its GitHub repository to see the source code, if you like. That way you can see for yourself that what I am saying holds true.

So, in short, no @lottobot is not a scam. It is a totally transparent, open-source, game of chance on the Steem network :)
