He isn't scamming but abusing. Imagine if every whale upvoted themselves and only themselves at 100%
Think about this, imagine if buildawhale upvoted its own content at 100% everyday, or if @steemit started making posts and upvoting them to 100%, the reward pool would drain so fast that you would never see rewards again... Haejin is promoting an abusive behavior by doing what he is doing, and we are voting in return to stop him from taking such high values...

If 1000 people with ~$0.04 votes all worked together then collectively they could vote for $40, not only that but haejin and his followers would be unable to flag 1000 people.
