The rules are all published by the courts, my state's are online, and consist of a few paragraphs with simple sentences.

The states need money. The so-called "economic recovery" is not recovery at all. So the officers, especially in small towns are tasked with generating a revenue stream. Their sole purpose is to "cite" you, which would result in a member of the black robed cult, an administrative "judge" issuing "judgement" on you for your sin. Actually, it's not you they're after... it's their person... which has an estate. Too much Trust law to discuss right now.

If you have access to a legal dictionary, look up "person". The last two "citations" I accepted were sent to the Governor with a note stating:
The agent listed on the enclosed invoice has a claim against your person. Do let me know if I can be of any assistance.

They both... went away. I'll write a post about this issue since I've had a little experience with how to deal with their attempts to extort money. Too much information to just "reply". Cheers

There is no state, only an armed organized crime gang that forces us to pay and obey.
If there was a state it would have a duty to protect it's citizens, and the supreme court has ruled that that is not the case.

Indeed. I have yet to find a short description of the "legal fiction" in order to articulate it in a way that most would comprehend. The "state" does not protect the "citizens" but the Governor has a fiduciary requirement to protect the men/women. I am not a citizen.

Oke true, ask for a lawer and and your file. In The Netherlands you have to right to see your file.

In november I was arrested twice, innocent. Not cool.
