This is still an evolving platform in beta - meaning that you get to participate in its development.
As the update says, we are no longer waiting for the bandwidth to rise at its current rate as too slow, but some testing needs to be done before the new code can go live. It will probably be announced as a HF19.1 because of the change in code.
