I guess that by voting and commenting on this post I'm not really helping :) A friend is getting very frustrated that she cannot post. I've not encountered this error recently, but it needs to be informative, so people realise it's not their fault. The FAQ needs to cover such topics.

This is still an evolving platform in beta - meaning that you get to participate in its development.
As the update says, we are no longer waiting for the bandwidth to rise at its current rate as too slow, but some testing needs to be done before the new code can go live. It will probably be announced as a HF19.1 because of the change in code.
