One part is for the poor and helpless
One part for relatives and neighbors
And one part to eat themselves
That is something that humans should be doing all year round.

For the second line i would say If we have a good relationship between different faith people , if they are well known by us or they are our neighbors or if the are poorer and If they do not show reluctance to accept meat so we can provide to them. Islam means peace and Islam teaches us sense of brotherhood.
