As far as I know, there's to be no expectation of rewards, including curation.
You are confusing expectation with guarantee
When you own a marketplace stand you expect returns. You understand there is no guarantee but you work towards maximising your reward.
When you are the guy that got hired to run the stand, you are guaranteed you wage (kinda).
Noone here got hired. OTOH, no money = empty marketplace.
If you're upvoting garbage, and someone removes the rewards from garbage because they don't want to be screwed over and watch money fly out the door for no reason, the one upvoting the garbage in the first place screwed themselves, they were not screwed over by someone else.
I actually skipped this part in my original comment (only discussing people upvoting legitimate content posted from a targeted account) but I believe that:
- From a theoretical standpoint, it is actually rational to look away unless you are a top stakeholder.
- In practice, even large accounts gradually gave policing up in a Tragedy of the Commons spirit.
- (The inevitable result of) Moving the policing towards a public service means extra costs and extra drama.
And maybe it's worth pointing out, if someone out there is being an intentional menace with their downvotes, that's still not the final say.

An intentional DV menace is totally the final say unless you can secure* an account that can win the DV war for you. Having a large but uncoordinated fanbase won't take you through as your supporters are going to drop like flies post by post because they literally watch their money burn.

I totally pissed off a handful of people. Only a few of them actually ran a milking operation and those were all rational DVing me to protect their business. One happened to have large enough stake to make me rationally protect my investment (both finance and commitment). From that point on, we all pretend it was a community vote decision and a good citizen obliging.
That -14 doesn't force me to think less of you as an individual. Much like an 80 doesn't mean you're a class act.
Those with the mark are good or qualified? Those without the mark are bad or unqualified?

The mark (or lack of) doesn't force you to judge anyone either. The only difference is that more people will be able to understand that if you shove the price tag in their face.
Any large stakeholder stepping in to crush someone with thousands of adoring, and paying, fans, is a moron.

A long time ago under another post where I wasted time talking about this stuff, I suggested there should be a professional way to appeal, like writing a proposal, and similar to the proposal system already in place. Community can look into cases of potential menaces, and decide if they should have their downvote function muted temporarily.
I don't see how forcing people to pay for some superficial nonsense solves current potential issues. "Pay to win" reminds me of bidbots and that was a total disaster this entire concept was lucky to recover from.

And damn, Hive is decentralized, with many apps/dapps providing services of all kinds. Who, is getting paid for these checkmarks, and why? And there's nothing really stopping anyone from moving forward with this, applying whatever rules and systems they want for their own frontend. No need to convince people or force everyone. If it's the perfect idea, just go do it.
