I think we all should calm down a bit and see the downvotes as what they are: someone telling you they don't like the content or your profile itself. Why are you asking so many questions that point to regulating/hiding downvotes when you are such a big believer in "the open, decentralized, permissionless spirit of crypto"? Isn't free speech a point of such a decentralized platform?
I personally dislike repeating content, no matter what goal it is. I also think that 99% of the quizzes on Hive are only for generating rewards and engagement on the author's side. If you want to pause your quizzes because of the downvotes - maybe you could make a contest that encourages the reader to write a good post themselves. That would have a positive impact on Hive.
These quizzes consume space on my timeline, generate load on nodes, reserve storage, and have an impact on the reward pool. Every single month/week/day... I absolutely understand when people dislike such content and express that feeling with a downvote. But you know what? Everyone can post whatever they want and everyone can put a up/downvote on anything they want. I think we don't need regulations around downvotes. We need a better understanding of what benefits Hive as a platform and the people who do these things.
