The quota system was first introduced in independent Bangladesh in 1972, after Bangladesh's independence, for the people and communities, who were vastly damaged and needed extra support to rise back in a levelled socio-economic status. Amongst all the quota percentage, 30% public-service quota was reserved for the freedom-fighters, to help them overcome the economic loss and mostly as a respect for their sacrifices in the Liberation War in 1971.
Before I proceed further, I ought to remind you one significant aspect of the quota-law is that if a candidate is available for a job under the quota, the vacancy will remain vacant for as long as there is not anyone eligible to appear from that particular group. Which means, no other candidate regardless how capable they are, will not get the job due to not being part of the quota-group.
If you calculate everything, it can be seen that 56% of the jobs are reserved for 2.63% of the entire national candidates! That is, in this age of famine in the job market, especially in this country, despite possessing fairly eligible candidates, the positions remain vacant for years.
The 30% quota was in place for many years, with respect to the freedom fighters. Considering the freedom fighters as a backward community, they and their children were given the benefit of this 30% quota and no one had any regrets neither objections towards this decision, even knowing the majority, who are enjoying this privilege are just pro-political supporters.
Then in 2011, that freedom-fighter quota was reformed again, legislating now that not only the fighters and their children, but from now on their grandchildren will also continue to get the benefit of that quota.
In a country where one of the major socio-economic rising issues is massive unemployment, a huge number of vacancies will remain vacant, yet qualified, talented people will not get jobs due to this quota system.
Naturally, after 53 years of Liberation war and independence, in such a major socio-economic situation, still with quotas on a large scale, the decision to increase the unemployment rate in the country is naturally questionable.
The question arises here.
Why?
Having a free-pass for their children was acceptable and understandable, but why their grandchildren?
They should be perfectly capable of getting into the competition of capabilities.
And for how long will this broken-record continue to sing?
Needless to mention, among those who have been recognized as freedom fighters, we demand to question how many are real freedom fighters. It is not even a secret news that the followers of the current political party in power
As a result, the first round of quota reform movement started in 2018.
Mind you, both in the quota-reform-movement in 2018 and 2024, no one has raised the concern regarding quota "cancellation" but "reformation" of providing political privileges as a part of dictatorship in the name of democracy. Because, there will be quotas for the disabled, female quota, backward communities in several districts, and some more logical cases, which no one had least objection to reform.
In that first movement of 2018, the government, showing its usual stubbornness, said, "When there are so many problems with quotas, let's just cancel quota!"
Moving forward, "predecessor community of the freedom fighters" appealed to the high court to reinstate the quota, and the claim was passed in 2024, which again created chaos amongst the student community.
Naturally, despite my talent and qualifications, not falling within the logical quota-entitled section, no one would accept that one would achieve it without such effort through quotas.
In 2018 and now in 2024, both movements are not quota-repeal, but "quota reform" movements.
That is, this movement is against seeking to take advantage of quota-system and legislated political immorality in the name of the holiness of our Liberation War. Which is an absolute non-political movement, students are trying their hardest to keep it that way, as this current civilian government has a tendency to use violence and abuse power in the name of "political clash with opposition".
