And are some users, even if it seems they have gone too far, able to redeem themselves after a time?
Also how long does an appeal normally take?
I am not disregarding a need for such a service to the community, it's just a few people feel like they're being picked on without cause.

The appeal timer varies depending on different factors such as the intention, time spent on the platform, type of abuse, the attitude of the user towards the community remarks about the abuse, etc.
Each case is assessed individually.
Some users/accounts are blacklisted permanently with no chance of appeal.
This usually happens when the user/account is caught with identity theft or identity deception, phishing, using multiple accounts to farm, using deception to avoid detection of abuse (it means that the user knows what is doing and abuse is intentional) such as spinning the writing, taking screenshots of the text (to avoid cheetah detection), modifying photography/art/videos, etc.
Sometimes we also permanently blacklist if the user is Google translations from the websites in other languages to avoid detection but not often.
