Is Binance not available in your friend’s region?
Simpleswap is also a good fiat on-ramp.

he used simpleswap and managed to get his hands on some finally! fees not too high with hive thankfully

It's really annoying when a country suffers from this type of impediment. It's absurd not to have Exchange available for your friend.
