I see your points. Anonymous downvotes are not possible from the nature of this blockchain. I prefer recieving non-anonymous downvotes if they have to come :)
Yes, retalitation is a threat that discourages people from downvoting. Perhaps curating initiatives could be used for such semi-anonymous downvotes on over-rated content (however subjective this is).

The question is: when do we find a blog overrewarded?
I once suggested to put a maximum reward for a blog.
Is any blog worth to receive more than $100 or even $50 rewards. Despite the fact that it has taken a lot of time to create?

And if it deserves more rewards, for instance in case of charity, people can also send tips for the blog or even send Hive directly to the user.
But I think most of the people with large stakes (and receive the most rewards) don't want a maximum 😀
It as subjective as finding content under-rewarded :)
