I don't know about you, but I don't answer unknown I get national numbers, because every of the many I have, it has been some kind of sales person selling something that is 95% sure to be a scam. I answer the local ones, because even though it is a seller 70% of the time, there is a much higher chance it is relevant and, they are not aggressive in their pitch - If I say I am not interested, there is no complaint.
Phone calls aren't very common these days to the point that younger people have panic attacks if the phone rings. But, I also get not wanting to answer, because these days, the only time some people call is when they want something, and that has been amplified since working from home culture became ubiquitous around the world. However, this is about communication on Hive, as I have noticed an increase of behaviour that I choose to ignore, and I think it might be worth mentioning, because I know many others are in the same position I am. And that is, random people contacting on Discord, asking for favours of some kind. Again, I get it. People want stuff and there is no harm in asking, but just like the random calls from sales people, if it is unsolicited (not asked for), the chances for ignoring it are high.
The approach is wrong.
If I haven't talked to you on-chain, why would I start doing you "Hive favours" on Discord? It doesn't really matter what the topic is, but "cold calling" is not going to get the desired response, because I don't know who you are. And because this is crypto, if I haven't interacted with you on-chain, I don't trust you. If I don't recognise the contact name, I don't even open the message request, I just ignore it. That might sound harsh, but on Discord, I only chat with friends, and sometimes in some servers I am associated with. I don't spend my time talking with strangers. However, if someone has taken the time to interact with me on Hive with more than just asking for whatever they want, then I am very likely to have a chat with them.
I consider Hive work, but it is not my job. Discord is not Teams or Slack that I have to check so I get paid a salary each month, it is a communication tool to stay in contact with friends and up to date with projects. Do you see the difference? Dropping a random DM from a random person, is like door-knocking on the weekend, or calling to sell something in the evening. Sure, the message has a chance of reaching me, but it isn't going to prime me to be receptive to it. And, since just like on the phone there is the option to "reject", I usually will.
I used to work with sales people and help them find ways to better engage prospects. And while some would try calling at times that they knew the person wasn't busy working, often, that was the time they were busy living. It isn't a good first impression to call wanting something from someone, by interrupting their dinner, or while they play with their children.
Luckily though, we have Hive, and at least if trying to reach me, there is pretty much always a recent article that can serve as a meeting place. In fact, that is what I want on my articles. I would love it if people had proper discussions on Hive, rather than pushing it out to Discord. Sure, maybe not everything needs to be put on the chain, but dive in, get to know people, and because it is public, others can join in too. And, if you are looking for support of some kind, that means you are visible to others, are more likely to build trust and, develop the relationships where when you contact in Discord, it isn't a cold call, it is already warm.
And normally when people contact, while most of the time it is asking for votes on something, often the ask isn't necessarily easy or just takes a moment, it can be quite involved. So, what are the chances of it happening if that is the first time we have spoken?
To me, all this seems like common sense and just everyday courtesy. Yet, it seems that either through inexperience, cultural difference, rushing, or just plain not caring about others - a reminder is needed.

post promospam channels with no further meaningful interactions because I am spiteful like thatI have reduced it too, but I want to keep some open for some servers, just in case. There are dicks everywhere though.

I very rarely answer random call for the same reason you don't answer them and that is because I expect it to be a sales call of some sort.
Also, be careful on Discord, I noticed that there are carefully crafted profiles that imitate people I know on Discord. For example take a look at my direct messages, the message I blocked is from a copy cat profile that was basically identical to the original with almost invisible variation in name and it was created after the real one:

Seldom. I have it on do not disturb so that only calls from the people I consider important come through. The way I see it, if you mean to contact me and have my number, you'll find some way to reach me. I Google some of the rando numbers and it's always ranked as a scam. That being said, I do share my generation's anxiety about phone calls. I just don't like em.
Also, me sitting here 7 and a half years on this thing still clueless as to what the hell "Hive favors" are. :))) I have a hard enough time asking someone to water the damn plants while I'm away. Wouldn't dream of reaching out to random people on Discord.

I actually don't even answer the phone when it is people in my own organization most of the time. Partly because like you said, they just want something, but mostly because they don't know how to forward calls properly. Even though it shows as them it might be a forward from an outside line, then I get stuck talking to a sales person. I get DMs too, but probably not as many as you do. I just ignore most of them.

Most of the time if I don't know the number and I am not expecting a courier to deliver something I just assume that a person calling me is a scammer so I don't answer the call.

I don't answer random calls because my well-being is usually not taken into consideration. Fortunately, my phone has a feature that allows me to tell if the number is a spam call. Here too, everyone should not disturb anyone unless there is a serious problem, as a matter of courtesy.
Many don't have courtesy, because all they are thinking about is getting what they want. The idea of win-win seems lost.
No I don’t answer random calls. They are sent to voicemail if I don’t recognize the number. Lately I have been receiving a lot of spam calls so I figure some organization has dumped my data to numerous call centers or something. Frustrating

Yep. I have got this a lot at times. I asked to speak to managers at times, but wouldn't be put through. In the EU, there is the "right to be forgotten" and there are fines involved - but you have to be willing to push through a lot of shit.
Problem is I think a lot of these calls come from overseas call centers, so I don't think they would care about any laws.
I prefet not to answer as most of them are scam telecom calls here, which tells the period of my contact coming to end. In fact, I don't make contact with my internet.
I think it would be better if HIVE had an instant message option so that we can communicate with frends here much more than in comments. Discord is an unknown place, some illegal stuffs can be easily done there. Thus, it has been banned in my country.

If I don't recognize the name, the message gets ignored. Harsh? Maybe. But Discord is for friends and specific servers. Not for chatting with strangers.
Luckily, we have Hive! Engage with people on-chain. Discuss ideas, build relationships. Let others see your contributions. Then, Discord interactions won't be "cold calls" – they'll be warm.

I don't like how so much of the communication is transactional in the sense that it is like a business activity.
Since I don't get that many phone calls, I pick up all the numbers that call me, but I never call back strange numbers if I miss the call.
Because the number of total calls is quite low that I get, I don't get that tired out by scam calls and I even sometimes out of interest hear out their pitches before hanging up.

I am curious enough to answer unknown calls, as doctors in here often call using their own phones with unknown settings on. So yeah, I get lots of calls from my surgery. I do that.
I have a dual sim phone for work, so all work related stuff comes up through there - everything else is personal.
