I think a democratic system is only needed by developed countries, whose people have reached a good level of education.
I understand what you mean. Uneducated people are the enemie of democracy. On the other side the problem with other systems is that people cannot get rid of them anymore, even after their education level has already increased.
My idea was always a democracy based on weighted votes (similar like HIVE where the voting power is based on the amount of staked HIVE). Whereas I don't especially like the HIVE system were money matters more than knowledge and skills, I would appreciate a voting system based on knowledge: depending on the topic, people with more proven knowledge in a certain area would have stronger votes than people with less knowledge.
For example a nurse would have a higher voting weight than me in topics related to the health system, a policeman would have a high weight when it was about any security issue etc.
That would mean people wouldn't vote for parties but for or against projects ...
I wrote more about it here (chapter "5. KI und Politik"), but unfortunately, that was published in German language only.
in my opinion, democracy should be like that. the only problem is the low level of education makes everyone not think and prioritize getting money without thinking about important things for the future.
