The local laws prevent them from driving on any highways, but they can cross a highway. I think this golf-cart craze is more about convenience than anything, and these side-by-side trail cars can be used too, and many locals already those for hunting or their farms. Maybe someday tuk-tuks will be road legal in the USA, that'd be a happy day for me.
