I think it's because of the distribution of the current POB. The big votes are coming from the same number of people, while the number of good posts is rapdily increasing. So it gets less likely for people to get the same numbers, they got before.

Not much you can do about that.

What about the tokens you get for using the tag?

Perhaps these two reasons are in the middle of the whole explanation (which I don't particularly have the answer to).
