War is devastating for a community. I don't just mean #POB. It can lead to its deterioration in any social media, even #HIVE. The issue of DownVotes for DownVotes is all over HIVE. Undoubtedly it is dangerous.
How does a DownVotes War start?
Suppose x made a post, y found a wrong thought (according to him) and Y downvoted the post and explained the mistake in the comment section. X Couldn't accept it. X downvoted Y in the comment written by Y. Later, the downvote war continues without any reason. X has some supporters and Y has some supporters. They split into two groups and starts the DownVote War. It is transformed into a flagging war later.

Proof of they have no Brain
Y could explain what was wrong without downvoting but he did not it. If X doesn't understand Y, if his content is bad for the community, Y can take action. I think Y made a mistake at first.
Y could prove that X is not OK by not downvoting him that way. But Y did not do it. I would call these two people crazy. If one of them had been healthy brain, this war would not have been organized. I have doubts about the health of their brain. They have proved that they do not have a brain.
Bad effects of a downvote war
Friendships are ruined because of the downvotes. Respect for each other decreases. hive bloggers don't like most downvoters for its bad effects. Everyone needs support to grow here on Hive. How will they grow if they do not get the support of most bloggers? It is impossible for them to get support from many more good bloggers if they suffered from them. This is not what we want. Let's use logic to solve problems. Logic is something that almost everyone accepts easily.
What do we do then?
Never downvote on good content. If you are angry with a blogger, Avoid him instead of downvoting. Yes, you can downvote for plagiarism content because it is bad content. If you find any others #SPAMING problems, call Hivewatchers. You should decide from today you will not do any wrong. Accept the truth is wrong is downvoting others without any reason, Make sure you don't hurt anyone. Violence and anger always push people towards destruction. Abandon violence and anger. If we continue in this way, we will be able to grow. If someone makes wrong, let him know that he is making a mistake. Use the best method to convince him. Don't provoke anyone with a downvote. React to each other peacefully. Move on to success with a friendly attitude.
Down voting is now the talk of the town as many people are now victim,even those who are supposed to be corrected or put through cause they are new in the system are victim also,alot of things should be put in place to control this issue

I personally think the purpose of downvote is not to show your disagreement. We can't be agreed with everyone. For disagreement we have comment section.
The purpose of downvote is to save the system from devastating effects of plagiarism and spamming or any other unlawful act

No, I can't be assed to explain the reasons why I press upvote/like. Sometimes you need to downvote someone to get them to think about their actions. Also ever since the downvote war sprung up, so did the price of HIVE, because these people that are being downvoted need to get more ammunition to defend themselves. I'm a person who downvotes, thus I must not have a brain. I was merely inferring meaning from your post, that's all, reading between the lines. But yeah I know who you were talking about, the guy that got kicked off POB for downvoting, who shall remain nameless.
Also nobody said you couldn't express your opinions, just expect a downvote to tag along with certain opinions and blanket statements expressed.
Just cause it's got a little flag doesn't mean the post can't be seen, contrary to popular belief, flagging is not the same thing as censoring.
