Ya we will need an artist oracle witness account that maybe has a discord where the artist can go join to prove its really them. Maybe post a code on their art gallery website or instagram in a sort of @share2steem style system

Its more fun to come up with these ideas than actually execute them especially since most dapps on hive just die out and nothing really lasts except for basic hive blog posts and art work .. barebones hive posts ... the wallet is you

Even the thought of doing all that seems too complex for me. I'm also not so conversant with the history of dapps on hive but I'll take your word for it.
