If water is not released, the water pressure may even damage the structure and a huge calamity can occur downstream. So, if there is excessive rain and water reaches beyond the critical levels, even if there is a flood like situation downstream, it becomes mandatory to release water from the dam and maintain water level below critical levels at all times.
