In a separate pan (still over medium heat), heat a little oil and sauté diced onions for a few minutes. After that, add minced garlic and let it cook for another 30 seconds. Incorporate ground beef, keeping it at an 80/20 lean-to-fat ratio for the best flavor. Season with cumin, oregano, black pepper, and salt, and cook for about seven minutes until thoroughly cooked.
Once the beef is cooked, move it to one side of the pan, allowing the fat to gather. Pour in flour to combine with the fat, then add the previously prepared broth and spice mixture. Bring this to a simmer before reducing the heat and allowing it to thicken over the next ten minutes.
