Despite the long history of conflict, attempts to resolve the access issues have often fallen short. Throughout the 2010s, public access continued to be restricted by private landowners. In 2015, the U.S. Forest Service considered a land swap that would consolidate public lands, converting 6,100 acres of private land into public while transferring 3,800 acres of public land to private ownership.
