Despite an increase in overall government spending in education over the past decade, the financial resources allocated as a share of GDP have declined, falling below the globally recognized 4% benchmark. Local governments are increasingly unable to meet educational funding commitments due to fiscal constraints, leading to tangible consequences such as delayed salaries and overdue bills for schools.
