The Challenge of Bureaucratic Resistance
However, reforming or dismantling these institutions isn’t without significant challenges. Many entrenched interests benefit from the status quo and resist changes that threaten their existence. The founders of the U.S. government created a system of checks and balances intended to prevent any one entity from consolidating too much power; yet, over time, Congress has transferred substantial lawmaking authority to agencies that regulate by setting unwieldy rules.
