This can be achieved by having "knowledge tests/questionnaires" which DBuzz members (if you are willing to open up to beyond core group) have to pass to join governance brainstorming (or other) meetings, and additional criteria for voting rights possibly.
Yes, this makes sense. Users (including core team) to come up with criteria for governance participation (and even for brainstorming participation) and the questionnaires to see if criteria is fulfilled by new people wanting to join

I prefer tests and questionnairs to be created by users, not the D.Buzz platform itself.
But building the technology so users can easily share tests and questionares on D.Buzz may make sense.
