A bogus article. Tesla never had any intentions of buying that land. More FUD about Tesla. There is a lot of it lately.
It is like the entire BS over their deliveries. They were down in China in April because they shipped 14K to Europe. They produced 40K cars in China last month.
And bet the Chinese government loves that, especially the exports. That all helps them.

I wasn't sure but I do know they are promoting NIO and a few others from the stories I see. I just can't tell if China likes Tesla or not due to the conflicting stories.

I think the CCP likes Tesla as much as any other company. To them it is all about control. As Jack Ma found out, stray and they dont like you much and will punish you. Musk must have heeded that example.
The government needs numbers and Tesla helps them in that area. If 14K cars were exported out of China to Europe last month, that is a nice boost. Plus I believe all those batteries are built in China too. The factory is humming so that has to make the CCP happy.
