I am not sure that feature is working on Leofinance as of yet. It is under profile if it is.
I might suggest loading the profile pic using Peakd and then it will hopefully appear. A lot of development with the beta UI.
I tried from my profile page but as you say it is not working from there. When I click on save changes it does nothing. And what is peakd ? I am not aware about that.

You can upload your profile picture from peakd/ecency frontend also.

There exist many frontends. Leofinance, Peakd, and Ecency are some of those. I hope you get it..
There are dozens of front ends tied to the hive blockchain. They all link to the one account and wallet. Lots of games, video, apps as well from the one account.
Leo is just one app that you can use. But it's the best one.
This is your profile on a more developed site if you want to change the picture. It should work across the board then.
