If it is an excellent post it will be curated, if it's 1k words but horrible won't be curated. But it is one of several aspects to take into consideration.
We have Threads for short content.
Also, there is a structure to not just good content for a well crafted post, that will easily get you to at least 500.
The format is important as well
I understand, and I also understand the interfaces for each content according to its word count. But what do you mean by the format?
Subtitles, dividers, a good cover, use of the images, that stuff
I don't usually use dividers other than the lines provided by markdown, I find them unnecessary and distracting to read. And the rest is important even for SEO.
Dividers can be just that line, depending on the content it might need a divider that is an image or not, also an image can work as a divider. But the blocks of content need to be separated. If its just a looong text its also distracting

Well, here it depends on the content. If it is about programming for example, the product is probably more important. Or a video. But I agree with you.
It depends, but still, and important aspect as well for the goals of the project.
And if we have too similar pieces of content, but one is longer and better crafted and the other is short, with no structure, and looks plain, one is better

We are looking to project the content to the outside, to have readers from the outside. When you look for information online how long you look at articles that are too short and look plain even ugly?
Or how seriously do you take them?
I don't really understand the ugly part. Maybe if they are photographs, they should be of good quality, that is important.
A post with text that is just trow in there with no structure, images or screenshots that are too different and are not centered not to a side but all random, a post with no cover or just a generic image as cover...
Unless you are looking at something like answers on yahoo, we look for more elaborated and well structured content, and those with subtitles that guide you trough what the content is about
