That goes against decentralization. And which front-end are you talking about? There are numerous front-ends that publish to the Hive blockchain. I'm afraid the solution you are seeking does not exist here.

Leofinance is only one platform on the Hive blockchain. They publish to the Hive blockchain as do ecency, hive.blog, splintertalk, peakd, etc. If you publish something on the Hive blockchain, anyone can comment or vote on it.

There's no point. If you want a moderated platform, go to facebook, twitter, etc. A decentralized platform like Hive does not have the ability to block people because it is decentralized with no central controlling authority to make blocking decisions.
