EMERGENCY PROBLEM: HIVE BASED PLATFORM? Exploiting ecency?

HI, I don't like to write except for crypto contents, market, and Blockchain but the things aren't the same right now. So, I have to write it. I apologize for that.

The title may look intimidating for the first time to read but it is true. There is a serious problem to tackle right now and I hope every member of this community will help me to raise their voice against the people who are using the bad use of the decentralized platform.

WHAT IS THE PROBLEM?

The major problem here is that there are few users in the HIVE Ecosystem who are making the platform as the way to spam or whatever you name it.
They are uploading the contents that I am not interested to talk about here or neither I will mention the part of them here in my article.
The thing that made me concern is that they are downvoting every article that I am creating on this platform.
Initially, I thought that there is some problem with my articles and I have to look for that. I mentioned the guy and asked him for the reasons so that I can focus on that and can improve myself for the next time in my future articles. But the reason wasn't that he is not against the thought presented in my articles neither my post was low quality.
But, life happens and it is ok to get a downvote from users. I never take it in the wrong way but the thing happening right now is that they are downvoting every content of my in almost every Blockchain-based apps on HIVE.

I wasn't the only one getting affected:

The reason I am creating this post is the target wasn't only me. There are many users that are getting affected from this account and I see that none of them are creating or raising voice against that. I guess it is because of the way they post in their accounts and their so-called scary articles.

IS THIS THE REASON FOR DECENTRALIZATION?

I support the idea of freedom of speech but it doesn't mean there shouldn't be any limitations to the users. It is based on the Blockchain and is a public network, I understand that but there are some functions that aren't working properly that is:

MUTE FEATURE:

Mute feature, I guess is the feature that is created by the developers so that users can disable these types of people from being able to interact with their accounts. And, Yes this should be working that way. But it is not working properly.

IS THIS THE WAY, MUTE FEATURE WAS DESIGNED OR IT IS A BUG THAT THESE PEOPLE ARE EXPLOITING RIGHT NOW?

haha, I am not a bounty hunter but if it is a bug it must have been looked at faster.

HOW AS A DECENTRALIZED PLATFORM WE CAN TACKLE THESE PEOPLE?(MY THOUGHTS)

I don't write the problems only, I also do have solutions for this. From the developer side, these solutions my hard to implement in the platform but should be looked at. I don't want to put any pressure on the developer but these are my thoughts.

BLOCK OPTION TO BE CREATED:
I am the owner of my content and Blockchain provides that feature so there should be an option so that I can make sure who can interact or with my content. I mean I Mute someone or block them, they should only be able to read my content not react with it.
REPUTATION:
Those users whose reputation is negative should have limitations on their account on how many times they can post their content. This will motivate them to write good content if they are facing such issues because of the low-quality post. If they are spamming, they will eventually get limited and the limits should be reduced accordingly the reputation decreases. SO that they get upset with their accounts.
A WAY TO REPORT:
There should be an article that is constantly looked at by the moderators. And users should be able to report the content or the issue to the senior or to the community. The report should be detailed with all the links and the description to get revised.

WHY THEY SHOULD BE STOPPED?
I see that their content isn't being able to be presented on the hive. blog and leofinance website but they are being able to interact on the @eceny. The feature that is in leofinance that is making their contents hidden must be implemented on the ecency as fast as possible.

THE REPUTATION OF HIVE Blockchain: Such content will scare the users and I am sure just like there are folks saying Bitcoin is made for SILKROAD, there may be people who start talking about the big potential platforms the same.
AFFECT ON SEO: After the downvote, even if the quality of the content is higher. The SEO of Leofinance downgrade the article quality and I see my articles stops getting views after these guys' downvotes. It will hammer the overall SEO while getting indexed into Google. So, the articles of the leofinance coming on the first page may remain the dream for people like me.
NEGATIVITY SPREAD:
These platforms aren't made for such content and they are exploiting the platform. I wonder why don't they create their own platform and start doing their shit. Lol.

SUMMARY:

The short thing is I want to know why the mute function isn't able to mute them? Why they are able to post in ecency but not on leofinance or hive?

I am mentioning all users from the first page of the leofinance because I am sure I will get a downvote on this post and it will be dead somewhere and they will continue doing their shit again.
