Do you mean groups making account for themselves? If you mean account creation services, I only know of 10 of them - 9 on the screenshot (from https://signup.hive.io/) below, plus #LeoFinance. 🤔

D.Buzz uses #HiveOnboard to allow users to signup for free. HiveOnboard requires registrants to provide a phone number though. 🤔
