I don't think any app can prevent your phone from getting accessed by a desktop/laptop computer unless it has root access. π€π€―π€
That reply was talking about making modifications to the system partition in Android, which can't be done without root access. Mounting an Android phone's internal storage and/or its SD card on a computer may not require root access, since it's dealing with userland space, equivalent to the home directory in most OSes. πππβ¨π€
