I have lived where this is the reality. People always kill the wrong guy and others are killed by stray bullets.

This is what happens when people 1st lose control of their own gov'ts & then allow those same gov'ts to stop fulfilling their core duties. When gov'ts stop doing their jobs, they can't complain when people take matters into their own hands.
