That is true. There is a lot of that by the US government. We are going to see less of it going forward.
People need to put stuff out open source so the government cant buy and control it.

Yes, it is true, as it would be a waste of many interesting and important inventions if they were not made available to the public.
They also bought up some (or just took them) and shelved them.
