Well it gives them a tiny way out of the dollar and I am pretty sure the government isn't happy about it. After Europe did the same thing, I fully expected the US to do so as well.

The dollar usage by El Salvador is minor in comparison to the whole. It is the threat to the control factor more than anything.
These smaller countries are going to have to go rouge. There is no other way.
