Brave is not the most widely used browser, but it is still quite well-known as an alternative browser. If every fake site has a list of all the countries, Brave could have one too... non-professional if you ask me ...
Indeed, I thought it had to do with active campaigns but nope, Slovenia has active campaigns and is not listed for example https://brave.com/transparency/
