It is clear that water baptism is followed by Holy Spirit baptism às the quoted portions Matt.3:11 and Act 1:4 - 8 state.
However, there seems to be an exception to this procedure. This is in the case of Cornelius of Caesarea, because: "While Peter yet spake these words, the Holy Spirit fell on all them which heard the word." Acts 10:44.
It was after this that Peter saw that the Holy Spirit had taken over those gentiles. He then commanded them to be baptized. Acts 10:47 - 48.

I never even heard it,read about it or someone told me when we would be baptised by the Holy Spirit, now according to brother Eli it's 3 years after water baptism with proof .That's a lesson I learned from this amazing video. Keep the amazing work

They've been talking of baptism since I was very young, and in my teenage age I was offered a course about baptism in our church and after the course I know I can't go on with baptism so I didn't do it until I was 20
Yes they baptized me inside water. River that flows to be precise and that's when they recited mattew 3 vs 11 to me and when Jesus Christ himself was baptized by John the Baptist

Hello brethren, I have a different view concerning this. I believe that God words in diverse and dynamic ways.
First of all, baptism in water is simply a sign, or proof that we believe and have accepted Jesus Christ. It is a symbol of being born again. It is not that it really has an effect on our salvation, or our faith in God.
Secondly, this pattern of water baptism before baptism in the Holy Ghost was not experienced by Cornelius and his family and friends in Acts 10.
From the Scriptures above, we notice that while Peter was still preaching to Cornelius and his family and friends, the Holy Ghost fell upon them, and they began to speak in tongues, an evidence of their baptism in the Holy Ghost. Their faith was strong and firm that the word of God was deeply rooted in their hearts as it was proceeding from the mouth of Peter. It was after this experience that Peter asked that they be baptized in water, simply to be an evidence that they are born again.
