Sure is! There's external pressures too that nudge it towards civil war, large ineffectively, as the current ruler loves that kind of shit and has a pretty reliable spy network internally that lets him mostly just sit back and have fun manipulating the Houses against each other.
When his son takes over, it'll be a different story and civil war will likely end up deposing him as he doesn't have the same skill-set.
Excellent ! So all it takes is a D&D adventure with what we call an "Evils Party" whose goal is to assassinate the current king (possibly paid for by a foreign state or even an over-ambitious duke), and the whole interesting process accelerates 😁
