Sadly women and girls tend to do this more frequently than men do, though men are not immune to it.
I don’t know about the situation but perhaps the other woman did something to one of them that caused it? I would hope it was for a reason like that not just women being mean.

Yes, I see and hear a lot of this kind of bullying in the world of women and children, but I think it is less common among adult men.
I, too, would hate to think they are doing so out of meanness.... Perhaps the one woman was not able to participate well in the preparation before the event, partly because of the language barrier. I would like to think that they could not relate well to each other.
